New Study to Advance Involvement of Local Authorities of Central Asian States in Migration Management


Mr. Giorgi Khishtovani, Director at PMC Research, supported by Maya Komakhidze, Researcher at PMC Research, recently elaborated a new paper entitled “Reviewing Migration and Development: The Role of Local Authorities in Central Asia” under the Visiting Fellow Program of the Central Asia Regional Economic Cooperation (CAREC) Institute.

The paper examines migration patterns from the southern rim of Central Asia and analyzes the developmental implications for sending communities and migrants themselves, investigates policy gaps in development-oriented migration management, and introduces recommendations to facilitate impactful engagement of local authorities in migration governance.

“Our study found the following areas to hold potential for impactful engagement of local authorities in migration governance: stronger predeparture orientation of migrants, better reintegration services, better use of remittances and diaspora engagement for local development, and leveraging the potential of mahallas for development-oriented migration management. Accordingly, we offered relevant recommendations on how to insert local governments in these areas of migration management, in order to increase the wellbeing of migrants and sending communities,” said Mr. Khishtovani.
