Working with Georgian Municipalities to Enhance Good Governance

We are collaborating with the municipalities of Georgia to strengthen their levels of good governance and sustainable development by building their capacity and by facilitating experience-sharing between local self-governments.

PMC Research is working with the National Association of Local Authorities of Georgia (NALAG) and the Latvian Association of Local and Regional Authorities (LALRG), under the European Commission project “Networking for Efficiency and Development (N4ED) – a New Modality for Effective Local Self-governance in Georgia” in order to increase the effectiveness of the municipalities of Batumi, Kutaisi, Telavi, Rustavi, Mtskheta, Gori, Akhaltsikhe, Marneuli, Dusheti, and Tetritskaro.

Our collaboration is mainly focused on introducing performance evaluation systems for municipal services. In order to ensure effective implementation of the system, PMC Research will consult with the municipalities regarding the design and specification of the system, and develop key performance indicators (KPIs) to measure achieved results. The project team will also develop an online platform for automated reporting of performance and results.

At the same time, PMC Research will conduct special courses and on-the-job trainings for officers, and complete initial performance evaluations across pilot municipalities to ensure subsequent decision making.

Finally, it is expected that the project will have a positive impact on the effectiveness and efficiency of the important work being undertaken by municipalities that should ultimately improve the everyday lives of citizens too.
