Objective
Study the strengths and challenges of the existing state procurement system of Georgia.


Services
The research was based on quantitative analysis, on interviews with representatives of procuring agencies, suppliers of goods and services, and the State Procurement Agency of Georgia. The study also analyzed the 24 best practices of 18 European Union countries’ electronic procurement systems to examine whether the existing procurement system complies with European best practices.

Results
The majority of non-compliant and partially compliant practices needed to be changed to fully match the best European practices in this field. In order to improve the system, PMC Research elaborated 19 recommendations. The findings demonstrated that even though the state procurement system of Georgia was considered successful, the system faces challenges for further improvement. The research also showed that not all the opportunities offered by the electronic procurement system were used in practice. The existing state procurement system allows for procurement of goods and services at the lowest prices and results in savings in procurement. However, the quality of goods and services is not high and the control of their quality relies on the procuring entities.
